You are notified of an environmental authorisation application for the proposed redevelopment of the Rosebank Library site on the remainder of Erf 136 and a portion of the remainder of Erf 209, Keyes Avenue in Rosebank, Gauteng. The application is being undertaken by Kijumbe Advisory (Pty) Ltd (Kijumbe) on behalf of the Joburg Property Company (JPC).

The application is supported by a Basic Assessment (BA) process which is conducted as per the Environmental Impact Assessment (EIA) Regulations promulgated in Government Notice Regulation (GNR) 982 of 4 December 2014, in terms of the National Environmental Management Act (NEMA) (Act 107 of 1998), as amended. The purpose of the BA process is to identify and evaluate potential impacts that the proposed development may have on the surrounding environment and to recommend measures to avoid or reduce negative impacts and to enhance positive impacts. 

The decision-making authority for the approval of the application is the Gauteng Department of Agriculture and Rural Development (GDARD).

The proposed development is part of a bigger project which is referred to as the Rosebank Linear Park Development which stretches from the western side of Keyes Avenue into the Rosebank Mall on the eastern side. The core intention of the Rosebank Linear Park Development is to create a central park situated between commercial and residential developments that can be used by pedestrians as a safe east-west corridor within the larger Rosebank Node. The proposed site for development is a combination of the existing Rosebank Public Library and the EWJ public park on 8 Keyes Avenue in Rosebank.

The properties are located within Region B, sub-area 13 in terms of the Regional Spatial Development Framework of 2010/2011 of the Metro. 

Attached to this email is a Background Information Document that will provide you with more information as well as an indication of the potential impacts to be anticipated. The Consultation Basic Assessment Report  (CBAR) is available from 15 November to 15 December 2017 for your review and comment. Your comments on the report will assist us to finalise the report before submission to the Gauteng Department of Agriculture and Rural Development (GDARD). The report will be available for review from 15 November 2017 at the following locations:
